THE VISION BEHIND ANCHOR

Ardi Kollçaku is a senior entrepreneur and investor with nearly 30 years of experience in construction, infrastructure, energy, and real estate development across Italy and Albania. His career spans the delivery of complex, large-scale civil and industrial projects, executed in accordance with European technical, financial, and governance standards.

He began his professional activity in Italy in the mid-1990s, founding and scaling construction companies operating in Emilia-Romagna and northern Italy. His early ventures specialized in industrial scaffolding systems, restoration of historic buildings, and general construction works, achieving strong financial performance and industry recognition for rapid growth and operational reliability.

From Foundations to Frontiers

In 2007, Mr. Kollçaku expanded his activities to Albania, founding Construction Albania Enterprise (C.A.E. sh.p.k.), which rapidly became a trusted subcontractor for international contractors on nationally strategic infrastructure projects. His portfolio includes major energy, transport, and public infrastructure developments, such as hydroelectric plants, national road corridors, industrial facilities, and landmark public buildings. These projects were delivered in partnership with leading international groups and involved contracts valued in the tens of millions of euros.

Over the years, Mr. Kollçaku has diversified his investments across construction, mining, energy, and materials production, participating in companies active in infrastructure execution, quarrying, and industrial works. He has collaborated with international financial institutions and investors on projects in energy, port infrastructure, and maritime logistics, contributing both operational expertise and strategic oversight.

Establishing Anchor

Since 2019, he has been a partner in Anchor Investments sh.p.k., a vertically integrated construction and real estate development platform focused on high-value residential, mixed-use, and urban regeneration projects. Through Anchor Investments and its affiliated entities, he oversees a growing portfolio of developments in Tirana, Vlora, and southern Albania, encompassing high-rise towers, residential complexes, and large-scale master-planned projects.

Anchor Investments collaborates with internationally renowned architectural firms, integrating advanced design, sustainability principles, and long-term asset value into its developments. Complementing this platform, Mr. Kollçaku is also a partner in Anchor Beton sh.p.k., a leading ready-mix concrete producer operating modern production facilities compliant with EN 206 standards, ensuring supply chain control and execution efficiency across projects.

Mr. Kollçaku holds a degree in Law and a Master’s degree in Executive Management. His professional profile is defined by disciplined capital deployment, risk-aware project execution, and a long-term investment approach focused on quality, sustainability, and value creation.

We operate to high professional standards in the construction of buildings, roads, railways, hydraulic, energy, and industrial works, delivering comprehensive solutions from design through implementation.

Our activities include construction and maintenance works, land development, earthworks, reconstructions, restorations, as well as the implementation of infrastructure projects financed by both public and private funds. In parallel, we are active in the mining sector, including quarry exploitation, the production of aggregates, concrete, and construction materials, as well as their transportation.

The company also operates in the trading and import–export of construction materials, machinery, and technical equipment, ensuring a reliable supply chain for the projects we undertake. With experience in public procurement and collaboration with domestic and international partners, we aim to deliver quality, reliability, and sustainability in every project.
